EDUCATION AND TRAINING FOR EMPLOYMENT

Project Description

MEDA Partners are characterized by their heterogeneity regarding their size, demography, and geographical, economic and political situations. However, most countries in the region can be defined as economies and societies in transition, characterized by a young population (60% below the age of 25), the predominance of a tertiary sector mainly activated by SMEs, concentrated in a limited number of sectors and an important informal sector.

In the light of explanations above, technical and vocational education and training (TVET) may be considered as one of the key means to reinforce competitiveness, employment and integration in the MEDA Region. Although at different pace, reform of TVET systems is considered as top priority by the majority of countries in the region.

The overall objective of the project is to support MEDA partners in the design of relevant technical and vocational education and training policies that can contribute to promote employment through a regional approach. Based on a common consensus among Euromed partners, ETF was selected as Implementing Body of the project.

The project has four components:

Component 1- Yearly Euromed Forum on TVET for Employment

Component 2- Euromed Network on TVET for Employment

Component 3- Support for Young Unemployed People in the Areas of Self-Employment and Micro-Enterprise Creation

Component 4- Development of e-Learning for training in information and communication technologies and technical and vocational education and training.

The component 3 is concerned with the identification and networking of service providers which work for young unemployed people in the areas of self-employment and the creation of micro enterprises in the MEDA region, the

 analysis of practices, methods and tools, matching of supply and demand in this area, the implementation of pilot projects to transfer good practice, methods and tools, and their dissemination in the region. The main direct beneficiaries of the project are public and private providers of support, counseling training and follow-up services and low skilled young people and young graduates who are assisted by service providers are the final beneficiaries.

The specific objective of the project, i.e. of component 3, is to reinforce the capacities of service providers in MEDA partners countries working for young unemployed people in the areas of self-employment and the creation of micro enterprises.

SUPPORT TO EGYPTIAN PRIMARY SCHOOLS (STEPS II)

Project Description

CIDA has initiated a program entitled Support to Egyptian Primary Schools II. The program level goal of STEPS II project is to further human resource development in Egypt through support to basic education. The project purpose is to support the Ministry of Education in its effort to enhance the quality, relevance and reach of primary education.

STEPS II will proceed in two stages: first, a participatory design mission- applying best practices in education- resulting in a Project Implementation Plan (PIP) which Egyptian partners have approved and committed to; and second, project implementation after MOE and CIDA agreement to the PIP, providing a broad range of technical and management services required during this period.

 NSCE was subcontracted by Agri. Team from Canada to perform:

  •  Support to teacher training.

  •  Development of specific curriculum applicable to the primary school system (formal and non-formal).

  •  Development of teacher accreditation systems.

  •  Enhance community involvement in primary education i.e. increase capability within the MOE and within community organizations to work in partnership.

EVALUATION FOR INTEGRATED PROJECT FOR BASIC EDUCATION IN EGYPT (CARITAS)

Project Description

The project Literacy & Basic Education started and was executed in six governorates in Egypt by  "Caritas Egypt" from July 1998 until December 2001. Over that period the project was supported by The Catholic Aids / Caritas France. Yet Caritas France is committed to the EU to evaluate the impact of that project over the last 3 years. For which NSCE was granted the evaluation as an external consultancy firm. The project overall objective: is to promote the socio-economic living condition of the Egyptian women and men in poor areas.

The actual services provided by NCSE:

  •  Develop an evaluation plan in cooperation with caritas Egypt

  •  Revision of existing literature (Literature Review)  

  •  Preparation of interview guides for focus group discussions

  •  Preparation of focus group discussion report and executive summery for discussion with Caritas Egypt.

  •  Review the results of the statistical data analysis.

  •  Write up of the findings in a comprehensive report according to client’s requirements detailed in ToR

IMPACT EVALUATION STUDY OF CEDPA ACTIVITIES

Project Description Educated women have fewer and healthier children, are more likely to send their children to school, have higher earnings and are more likely to contribute to the development of the civil society and help protect their environment. The Centre for Development an Population Activities/ CEDPA Partnership Project for Girls and Young Women and the Toward New Horizons project, supported by USAID, intended to increase the enrolment of girls in primary school, to encourage them to complete their primary education, to strengthen practical life skills and raise the self-esteem of illiterate adolescents. NSCE has been commissioned to conduct a study to evaluate the impact of the Partnership Project and the Toward New Horizon project.

The purpose is to test the following hypothesis:

  • Girls and young women who participated in project activities are likely to demonstrate a more positive attitude and behavior towards education, health and the status of women in the community;
  • Girls and young women who have participated in the program are likely to demonstrate higher self confidence, and communication with parents and family members and others in the community;
  • Families of program participants are likely to demonstrate a more positive attitude and behaviour towards education for girls, health of girls and women, health, and the status of girls and life options of their children.

Evaluation of the impact of the projects on the attitude and behavior of girls, young women and their families towards education, social status and reproductive health using different research tools:

Literature Review, Focus Group Discussions, Rapid Rural Appraisal, Individual interviewers, Data Collection, Entry & Analysis and Writing Final Report
